Rusty was born in Connecticut and moved to the area in high school. He graduated from Great Valley High School and then went to Stockton University in New Jersey, where he earned a Bachelor of Science degree in Marine Science. He moved to the Phoenixville area in the late 1980's with his wife, and has lived in East Pikeland Township since the early 1990’s.

Rusty originally started working with East Pikeland Township in 2003 when he was appointed to the Planning Commission. In 2005 Rusty was elected to fill a vacancy on the East Pikeland Board of Supervisors and since has been re-elected three times for six year terms, serving 15 years. 

One of the first initiatives he undertook after joining the Board of Supervisors was to investigate and lead an Open Space Task Force to get an Open Space Referendum on the ballot in East Pikeland Township. After the Referendum was approved the Open Space Committee was established. Rusty has served on the Open Space Committee for 13 years and currently serves as the Open Space Committee chair. 

In addition, Rusty has represented the Township on the Phoenixville Regional Planning Committee (PRPC) since 2008, where he currently serves as the Chairperson. He has worked with the PRPC in order to more fully cooperate with our neighboring municipalities to provide sound regional land use planning in the area. Across all of these committees, Rusty’s interests include implementing a network of trails in the township, working on improvements in historic Kimberton Village, and encouraging smart economic development to improve the Route 724/23 corridor.

Rusty has been employed in the County of Chester’s IT department since 2006 where he is responsible for the EnerGov™  system that supports the County Planning Commission and Health Department’s planning and permitting processes.
